Part 1, Pres. Roosevelt speaks on the war with Japan. Part 2 shows activities in the War and Navy message centers, newsmen receiving communiques. Gen. Arnold conferring with officers troops patrolling Washington, DC, and guarding Norris Dam, Red Cross units drilling, the Japanese-American community and impounded Japanese fishing boats in San Francisco, and air raid drills in New York City, Seattle, and San Francisco. Part 4, enemy aliens are transferred to Ellis Island at New York City. Part 5 shows German and Italian troops marching and Hitler and Mussolini speaking as they declare war on the U.S.
